As a private nonprofit corporation, Blue Valley Community Action (BVCA) Partnership has a volunteer board of directors. As an officially designated community action agency (CAA) and community housing development organization (CHDO), BVCA Partnership adheres to the 1/3-1/3-1/3 rule. One third of the board members represent the low-income community (low-income sector), one-third represent local elected officials (public sector), and one-third represent the general community (private sector).

The board meets eight times a year to determine the policies and broad framework within which the corporation will work. All board meetings are open to the public. We invite you to attend a meeting in your area and learn more about BVCA Partnership.

Standing Committees

Blue Valley Community Action (BVCA) Partnership has 10 standing committees. Committee meetings are called by the chairperson as needed. Committee size and membership varies, though every effort is made to maintain the 1/3-1/3-1/3 standard. Executive Committee. Made up of board officers and certain committee chairpersons to oversee events of the corporation should it be necessary between full board meetings and in the event the executive director is incapacitated or removed. The committee may also propose the general direction of the corporation to the full board. Staff liaison is Richard Nation, CEO/Executive Director.
Finance Committee. Monitors corporate budgets and accounts, oversees audit contract and makes recommendations on fiscal policies, procedures and investments. Staff liaison is Robin Mayer, Chief Financial Officer.
Personnel Committee. Reviews personnel policies and procedures, recommends changes, including salary/wage scales and hears appeals of employee grievances related to employment concerns and/or practices. Staff liaison is Loree Rix-Crouse, Human Resources Director.
Planning Committee. Recommends corporate expansion of geographic area, development of new programs, and overall work programs. Responsible for initiation of annual corporate needs assessment and planning process. May also be involved with statewide negotiations on programs and coverage. The board president sits as an ex officio member. Staff liaison is Richard Nation, CEO/Executive Director.
Housing, Rural Development and Facilities Committee. Monitors purchases and construction projects, economic and community development activities of the corporation (including housing, office and center facilities), and recommends projects to full board. Staff liaison is Jerri Kerr, Housing and Rural Development Director.
Equal Opportunity Committee. Arbitrates equal opportunity grievances, recommends changes in the equal opportunity policy, and develops the affirmative action plan. Staff liaison is Kathryn Molczyk, Children and Youth Services Director.
Membership Committee. Seeks new board members, assists president and staff with board orientation and development, and recommends nominees to full board for membership. Staff liaison is Carmen Grummert, Blue Valley Crisis Intervention Director.
Scholarship Committee. Determines scholarship procedures within scope of donations and selects award winners each year. Staff liaison is Heather Lytle, Administrative Assistant.
Legislative Committee. Monitors relevant state and national legislative activity, writes to legislators when appropriate, and suggests positions for the board to take on issues impacting low-income residents. Staff liaison is Ardi Hoins, Family and Community Services Director.
Fund Raising Committee. Oversees fund raising activities and events and the organization's fund generation campaigns. Staff liaison is Robin Mayer, Chief Financial Officer.

The Corporation By-laws (Article III, Section 17) outline the duties of the Board of Directors. As many of these duties are repeating functions, an annual calendar has been established to meet the minimum duties in the appropriate schedules. The following is the minimum agenda. Electing the Board

As noted, Blue Valley Community Action (BVCA) Partnership has a volunteer board of directors. One third of the board members represent the low-income community (low-income sector), one-third represent local elected officials (public sector), and one third represent the general community (private sector). The grassroots nature of the board ensures diversity and true community representation. In addition to governance duties, board members receive information regarding the various programs operated by BVCA Partnership and report this to their constituency. They also provide input and support for the development of additional services.

All members serve an initial three year term. With the exception of the local elected officials, representatives may serve two consecutive terms. The following explains how members from each sector are elected. If you are interested in being a representative to the board or nominating someone to serve, please contact our home office (402.729.2278).

Low-Income Sector. Representatives of the low-income sector must have incomes at or below 80 percent of the median income for the county they represent. The board representative is nominated and elected by the low-income and other BVCA Partnership program participants from a specific county. This ensures that the low-income sector director is representative of those being served by Blue Valley Partnership. The low-income representative to the BVCA Partnership board of directors is automatically the president of the County Advisory Board (CAB).

Please call your local Family and Community Services Center to learn how to nominate a low-income representative or vote in an upcoming election.

Public Sector. The public sector representative is generally a county commissioner or supervisor. This person is selected by the local county board according to their policies and procedures. Occasionally, the county board may request a third party to attend meetings on their behalf and report back. Representation by the public sector ensures that local governments are kept advised of the programs and activities being conducted by BVCA Partnership in their counties.

Private Sector. The private sector representatives come from various community organizations and corporations. They may represent business and industry, professional services, civic clubs, religious groups, minority organizations, or any other for profit or nonprofit group. This sector is most accessible to a member of the general public who would like to serve on the BVCA Partnership board of directors.

County Advisory Boards (CABs)
Blue Valley Community Action (BVCA) Partnership is committed to representing the families and communities we serve. In addition to a diverse governing board, we also have advisory boards in each of the counties we serve. These boards are open to anyone who is interested in and supportive of the BVCA Partnership mission. Head Start Policy Council

Head Start has its own policy council. This group is composed of parents and community representatives from each of the counties served by a Head Start or Early Head Start program. They generally meet the second Monday of each month to review program activities and provide input on policies and procedures that govern the Head Start and Early Head Start programs.

The president of the policy council is an ex officio member of the BVCA Partnership board of directors. Thus the Head Start parents are assured of having their concerns represented on the agency's governing board.

Foster Grandparent Advisory Council
The Pioneer Foster Grandparent Program has its own advisory council. This council consists of community members, business members, and foster grandparents. The council meets monthly at various locations. For information on the next meeting, please call the Foster Grandparent office.

Saline County Eldercare Coalition
The Saline County Eldercare Coalition provides direction to the eldercare program. This group includes representatives from local senior citizen groups, local agencies that serve the elderly, local business and industry, and interested members of the general public. Southeast Nebraska Youth Empowerment Council
The Southeast Nebraska Youth Empowerment Council is an integral component of the BVCA Partnership Juvenile Services Program. Those involved range from 13 to 19 years of age and are committed to making a positive impact in their communities. Council members are available for public presentations and often serve as youth panelists at local, regional and state conferences. They are also active in the rehabilitation and governance of the Jeff Center in Fairbury NE.
