Blue Valley Community Action (BVCA) Partnership operates over 30 programs that interact and complement each other. This section is designed to start you on the way to finding the BVCA Partnership programs and services that are right for you. To help you in your search, we have grouped programs by category, not department. Each category briefly describes the types of programs it includes, followed by a list. Click on the program and go to a web page that contains additional information. Please note some programs are listed under multiple categories.
Remember that programs change. New services are added, new counties
are covered. Eligibility requirements change as new income guidelines
are issued. This information is intended to provide a general overview.

Programs
targeting intervention and prevention of violence directed at children
or adults.
|
| AmeriCorps. This National Service Program allows members to work with at-risk youth. Activities focus on literacy, conflict resolution, mentoring, and tutoring. In addition to a stipend,qualifying members receive a National Education Award to pay tuition or outstanding student loans. |

Affordable
Rental Properties.
Over 30 units in five communities are reserved for elderly residents.
|

Commodity
Supplemental Food Program (CSFP).
The CSFP program provides commodity foods to income eligible persons 60
years and older.

| Fillmore County Rural Transit Service. Fee-for-service transportation within Fillmore County and to other key communities. Priority is given to elderly and disabled residents. |
| Foster Grandparent Program. Persons 60 and older are matched with special needs children. Income eligible seniors receive stipends and meals in return for 20 hours of service per week. |
| Holiday Projects (Seasonal). Remembering older adults with food and gifts. |

Thrift Shops.
Clothing and household items available for a small fee.

| Emergency Assistance. Limited funds available to assist families with small emergencies. |

Fillmore
County Rural Transit Service.
Fee-for-service transportation within Fillmore County and to other key
communities.
|
| Food Pantries. Food, personal hygiene items, and paper products are distributed to individuals and families in emergency situations. |
| Holiday Projects (Seasonal). Remembering children, families and older adults with food and gifts. |
| Homeless Assistance. Mini-shelters and limited financial assistance to access temporary housing and other emergency services. |
| Transportation. Staff work with volunteers and other agencies to arrange client transportation to appointments. |

prevent poverty and create a stable, positive family environment. See

| Blue River Child Development Program. A high-quality early childhood education and care program for children six weeks through 12 years of age. |

River Family Resource Center.
Co-located human service and child development programs provide a range
of family support services to the Crete area.

At Heart.
This Saline County organization promotes parent education and hosts annual
family events.

| Family Coordination Sessions. Staff of multiple agencies meet with a family in a group session to address special needs. |
| Nebraska SPRING. This federally-designated statewide Parent Information and Resource Center (PIRC) assists parents to understand and meet their child's developmental needs. |
| Project FIRST. This Supportive Housing Program uses a family development, case management process to help homeless families obtain and maintain permanent housing. |
| Project FOCUS. A family development, case management program designed to help low income families achieve economic stability. |

Blue
Valley Community Action (BVCA) Partnership collaborates with various partners
to implement the following projects.

| Bar-None Demonstration Project. Nebraska Correctional Center inmates build affordable houses that are sold through the Homeownership Opportunity program. |

River Family Resource Center.
CO-located human service and child development programs provide a range
of family support services to the Crete area.
|
| Blue Valley Regional Housing Authority. BVCA Partnership is the management entity for this multi-county housing authority. |
| Community Development. Communities receive technical assistance to address housing needs. |
| Coordinated Access To Coordinated Healthcare (CATCH). Call our toll free Call-Care number (866.24-CATCH {866.242.2824}) to speak with a public health nurse. Nurses can provide telephone triage and arrange a physician referral. |
| Cornhusker United Way. BVCA Partnership is a founding member of this multi-county United Way. |
| Family Resource Center Beatrice. CO-located human service and child development programs provide a range of family support services to the Beatrice area. |
| Jefferson County Good Beginnings. BVCA Partnership is fiscal agent for this local child and family development program. |
| Jeff Center. BVCA Partnership now operates the Jeff Center in Fairbury. |
| Limited Partnerships. BVCA Partnership collaborates with private investors to develop affordable housing. |

Respite Network.
Life span respite services provide personal time to family caregivers.

SPRING.
This federally-designated statewide Parent Information and Resource Center
(PIRC) assists parents to understand and meet their child's developmental
needs.

Property
Management. BVCA
Partnership manages rental properties funded by Low Income Housing Tax
Credits, USDA Rural Development, HOME, and private monies.

|
SouthEast
Service Area Membership Entity (SESAME).
A group of consumers and stakeholders convened to develop and sustain
an integrated health and human service network in southeast Nebraska.

Workforce
Investment Collaboration One-Stop-Shop.
Employment and training
programs are offered in conjunction with the Beatrice Family Resource
Center.

addressing the education and development needs of young children (birth

River Child Development Program. A high-quality,
early childhood education and care program for children six weeks through
12 years of age.

Early
Head Start. Pregnant women and families
with children birth to three years receive services that improve parenting
skills and improve the children's and mothers' physical, mental and social
development. Families are low-income or have a special needs child.

Families
At Heart.

Grandparent Program. Older adults are
matched with children who have special physical, mental, developmental,
or emotional needs to help them improve basic skills. Grandparents receive
a service stipend.

mental, social, and intellectual development.
Families are low-income or have a special needs child.

Heads
Up® Reading. Heads Up® Reading
is an innovative early literacy course designed to improve a child's school
readiness.

| Lead Screening. Children under age six are screened for elevated levels of lead in their blood. |

High school seniors pursuing post-secondary education at a four-year college
can compete for a one-time, $500 scholarship.

| Blue Valley Community Action (BVCA) Partnership Vocational Scholarship Program. Individuals pursuing post-secondary education at a two-year vocational college can compete for a one-time, $500 scholarship. |

The CSFP program serves income eligible families with children to age six; women who are pregnant, breast feeding or have given birth within the last 12 months; and persons 60 years and older. You can receive services through either WIC (see below) or CSFP you cannot be on both programs at the same time. |

| Women, Infants and Children (WIC). Food, health care referrals, and nutrition and health education tailored to eligible pregnant, postpartum and breast-feeding women; infants, and children to age five. You can receive services through either CSFP (see above) or WIC you cannot be on both programs at the same time. |

addressing emergency, short-term, long-term, and transitional housing
needs. Housing rehabilitation and weatherization programs are also included.

Affordable
Rental Properties. Over 180 rental units
in 16 communities include 1, 2, and 3 bedroom apartments, duplexes and
single family homes. The focus is on units for elderly and low-income
families.

Opportunity.
Income eligible applicants receive
financial assistance to help cover down payment, closing costs, and housing
rehabilitation expenses.

Homeownership
Opportunity Education. A seven-point
program covers the basics of homeownership, including financing options.
|
| Housing Rehabilitation Revolving Loan Program. Low-cost loans allow owners to bring their homes up to code. |
| Lease-To-Own. Families rent a new home with the option to purchase after a compliance period. |
|
Project FIRST. This Supportive Housing Program uses a family development, case management process to help homeless families obtain and maintain permanent housing. |
| Property Management. BVCA Partnership manages rental properties funded by Low Income Housing Tax Credits, USDA Rural Development, HOME, and private monies. |
| Weatherization. Eligible households (owner occupied or rental) receive rehabilitation services that conserve energy and reduce utility costs. |

Blue Valley Community Action Partnership now operates the FYI Center
in Fairbury.

Services.
The Jefferson County Juvenile Justice Council uses diversion and outreach
efforts to promote alternatives to illegal and violent behavior among
youth.

to individuals, agencies and communities to address special needs and
facilitate special projects.
